This is in addition to the regular monthly devolution and the second additional instalment this financial year
Centre Releases Extra Tax Devolution
The Union Finance Ministry announced on Saturday, October 31, 2026, that it has released an additional instalment of tax devolution to state governments amounting to more than ₹1.09 lakh crore. The Ministry put the exact figure at ₹1,09,019 crore. This transfer comes on top of the regular monthly devolution and is the second such additional instalment in the current financial year.
Under the prevailing arrangement, 41% of the taxes collected by the Centre is shared with states, distributed across 14 instalments in a fiscal year. The Ministry said the release was timed to coincide with the upcoming festive season, to help states speed up capital spending and to support their development and welfare-related expenditure. Finance Minister Nirmala Sitharaman features in the report as the minister in charge of the portfolio.
Why It Matters For Businesses
Tax devolution is the principal channel through which states receive a share of central tax collections, and the timing of these transfers influences state government cash flows. An additional release ahead of the festive season can ease liquidity constraints in state treasuries and, in turn, support payments to contractors, suppliers and vendors working on state-funded projects. For businesses with exposure to state government contracts, especially in infrastructure and construction, faster capital spending by states can translate into quicker work orders and payments.
The release also matters for indirect tax and compliance professionals tracking the fiscal position of states, since devolution receipts form a significant part of state revenue budgets. A front-loaded transfer may reduce pressure on states to lean on other revenue measures in the near term, though it does not by itself change any tax rate or compliance requirement.
